Tyler Police Department to hold Assistant Chief Promotion Ceremony

TYLER, July 30, 2013--The Tyler Police Department invites the public to join them on Thursday, August 1, at 3:00 p.m., at the Tyler Police Department, to witness Chief Gary Swindle promote Lieutenant Jimmy Toler to Assistant Chief.  Lieutenant Toler will become the third Assistant Chief in the department and will be assigned over the Patrol Division.

 Lieutenant Jimmy Toler was hired by the Tyler Police Department in December 1993.  During his years of service to the Department he has been assigned to the Patrol Division, served as a Youth Crimes Investigator, assigned to the Major Crimes Unit investigating Crimes Against Children and been a District Three Investigator. 

He was promoted to Sergeant in September 2001.  As a supervisor, Sergeant Toler performed assignments in the Patrol Division, Vice / Narcotics and the Integrity Unit.  While working in the Integrity Unit he initiated the Department’s Mentoring Program that expanded into the Leadership Training Series. 

He was promoted to Lieutenant in April 2009.  He was assigned to the patrol division and was selected to attend the City of Tyler Lean Six Sigma training program.  He was chosen to be the full time Lean Six Sigma Black Belt in October 2011. He currently performs the responsibilities of the Lean Six Sigma program and participates as a member of the City of Tyler Performance Excellence Program.

Lieutenant Toler received his Associates Degree from Kilgore College in 1991 and a Bachelor of Science Degree in Political Science from the University of Texas at Tyler in 1993.

He is a certified TCLEOSE Instructor and Certified Firearms Instructor.  He is a graduate of the Law Enforcement Management Institute of Texas.  In 2007, he participated in the Tyler Apprentice Program where he was selected as Most Valuable Player by team members and program directors.  He graduated from the F.B.I. National Academy (Session 251) in December 2013.

Lieutenant Toler has served as a member of the Special Weapons and Tactics Team, has received his Master Peace Officer Certification, was recognized as a Plainclothes Officer of the year in 1998, and was recognized as the Sworn Supervisor of the Year in 2010.  He has also received a 15-year safe driving bar, a 3-year perfect attendance bar and an expert bar for firearms proficiency.
