HCOS Deputy makes public intoxication, possession of controlled substance arrest

HENDERSON CO., August 28, 2014— At approximately 1:47 p.m., on Wednesday, Henderson County Sheriff’s Office Deputy Linus Moulton was dispatched to FM 2495, near the Lake Athens area of Henderson County to a welfare concern. Deputy Moulton observed a white male in the middle of the roadway on FM 2495. Deputy Moulton identified the male as William Riggins.

While speaking with Riggins, Deputy Moulton observed him to be intoxicated and placed him under arrest for Public Intoxication. A search of William’s person was conducted and a loaded syringe containing a liquid substance believed to be methamphetamines was located inside of Riggins’ shoe. Riggins was then transported to the Henderson County Jail for Possession of a Controlled Substance, penalty group 1 – 1-4 grams, and Public Intoxication.

In the state of Texas, Possession of a Controlled Substance, penalty group 1 – 1-4 grams, is a 3rd Degree Felony. The charge carries imprisonment in the Texas Department of Criminal Justice for not more than 10 years, or less than 2 years. In addition to imprisonment, an individual may be fined not to exceed $10,000. In the state of Texas, Public Intoxication is a Class C Misdemeanor. This charge, if adjudged guilty, is punishable by a fine not to exceed $500.00.
