(MOSCOW) -- Russian troops are said to be heading back to the Ukrainian border.
The news comes a day after Ukrainian President Petro Poroshenko proposed a unilateral ceasefire in the hopes of bringing the bloody conflict in the east to an end.
NATO Secretary-General Anders Fogh Rasmussen said on Thursday that the alliance has seen thousands of Russian troops gathering again on the border with Ukraine. He called the move "a very regrettable step backwards."
Just weeks ago, Russian pulled its troops back from the border, where the Kremlin said they were just training. The U.S. and Ukraine, however, called their presence provocative as it raised fears of a Russian invasion.
